Wild Horses No Longer Free?

Since 1972 the U.S. government have regulated the populations of wild horses and burros and are not supposed to sell any to be slaughtered. The New York Times is investigating a claim that the Trump administration has found a legal loop hole to sell the wild horses and burros to slaughter houses.
Research being done by animal rights groups suggest that these animals are transported overseas.
Is anyone surprised?

Has the number of them risen above a regulated level

They have their ways. How many can feed comfortably on a certain amount of land.
