Why is the gap between Western and Eastern European football so large?

do you think there is a gap and why? i live in Romania and I can tell you that romanian first soccer league has risen in the past few years and we are now facing tasks as overrating countries like Germany and Portugal in the Uefa coeficcient club rankings

The gap is cause by the amount of money in stake and by the players' mentality.
