Janitor fish.......do you know how to control their population?

Janitor fish originated in Amazon jungle in South America and we have them in our aquariums but what if you have tons of them living on the rivers. It's a problem that our local government in the neighboring cities of Manila has to face. Janitor fishes' population are growing very fast....it's appalling, so hard to control, in the long run they are damaging river banks by digging holes in the soil leading to erosion....There's nothing you can do with them you can't even eat them. Do you have any idea on how to control the population of these creatures? Do you know how to turn them into a beneficial one?
