Near Panama City Beach this is a great place to go. It is at the far east end of PCB, much quieter. They have a little nature center in the building that tells about the surrounding sea life and ways you can volunteer to help out. There is a little swamp area to look at.
The best part about the bay is the swimming area. It is surrounded on 2 sides by rocks, with the beach area on the other two sides. The water is very clear, it's like swimming in a big pool of water with sand and rocks around you, well some fish too! The dolphins play on the opposite side of the rocks and it will chase all these little schools of fish near you. I like it because my kids are safer, they aren't out in the open ocean just floating around, and I can see my feet! I know that sounds funny, but I just have this thing about my feet dangling in murky water that sharks swim in...(insert Jaws theme here)...Anyway, as a family our favorite time to go is when all the spring break people are NOT there.
If you camp there is a great campground off of middle beach road, it's not ocean front, but it is affordable. We have stayed at the Osprey, nice, family friendly and quiet, but my FAV place was when we checked out VRBO.com website and found a condo at the Edgewater. It was INCREDIBLE. We were only staying for 4 days, so they gave us a good great, it was in between spring and summer so the rates were in our budget. They have a whole community of non-ocean front condos across the street, and since our budget is a little tighter this year, I hope to talk my husband into going there.

This sounds like a fantastic place for a vacation! Thanks so much for all the info, since you've been there I know for sure it's not made up or just another a marketing tactic:) I love the ocean and the beach. I will definitely plan my next trip with my husband here. Cheers!

Just marketing for the turtles :). I know if people in that area see this, they might go help too.
Yes, I really like this area. Destin is nice too, but it is very expensive. The water is beautiful there too, but it does not have the little protected area.
My suggestion is bring money to rent the beach chair too, and bring a picnic lunch, then you won't have to leave!
