I have been watching this tv series and cant understand how these techniques work. I have tried time-outs...taken things away form the kids.....none seem to work.

I have not tried time-outs with my kids yet but taking away things/privileges away from me girl, age 8 works. Sometimes, I have to resort to threatening her with the cane. Somehow, that always works. I don't even have to use it :)

You need to understand that the series is nothing but a commercial decision. Besides, each child is different thus one can never be sure that what works for one parent may not work for the other. You are the best person to understand and know your kids. TV Series such as this and books are nothing but only a guide. It may works and it may not!
