what do u mean by saying"over the top"?

today,I come across a phrase over the top.I looked it up in a dictionary,but I didn't find the meaning.I guess it mean perfect,am I right?

usually if you say something or someone is over the top with something it means they have gone too far. like, their attitude was a bit over the top.....their attitude was more than necessary... the poster before me was correct hope this clears it up for you...

Doing something excessive or beyond normal means is going 'over the top'. Hope that helps! =)

How did you come across this phrase? Did someone say it? If yes, what was the complete sentence? It can be a mere description of a location of a certain object, or a phrase that means someone has gone too far in doing something.
