I got a "pre-paid" card for my niece, so that hopefully she will begin to learn about money. "I" am her monthly bill, and it only has a "limit" of $500. (I of course, give her a break on interest...and obviously the money is actually already on the card, but she doesn't know that.) It's a good "starter" for learning about credit, spending, etc.

Yeah you could try the pre-paid ones. You can also go to some companies who have turned you down or who might ask for a credit check and ask if they have a "starter" credit card where you don't need a good rating. It will be difficult to get one without any check at all unless ou go to a "not-so-reputable" company.
