I could care less what day it is. If I hate them I am going to say no. Then again if I hate them I probably wouldn't be anywhere near them anyway so why would they ask me?

but this is going to hurt someone's feelings. if someone is bad to u it doesn't mean that u will also become bad to her.

You can't accept only for the sake of valentines day. But you should not be rude to him/her. Try to make it clear that you are not interested.
