You know what? i will ask you something, did you install a new program on your computer? if so, after you install it, when you shut down your computer, and turn it on again this message pops? if this is your case, you should delete the new program that you install. if not, try to restore your computer in a state which is working properly. if this doesn't solve the problem, i think you should repair your copy of windows.

Go to the 2nd step, Use System Restore. Find a restore point which you know that your computer is working properly, if this doesn't do the trick, Go to step 3. Repair your Copy of Windows, If you have the Windows CD, you can do that. Hope this can solve your problem, Hit me back for the developments. Cheers=)

Try deleting your temp internet files and cookies. If that dosen't help then try to re-install your IE or maybe just update it. That ought to do the trick.

First update your copy of windows ... if that does not work check that any addins you have for explorer are not the cause ... finally make sure you have not caught a virus/installed malware.
