i want to copy a vcd of 789 mb to a blank 700mb cd

I want to copy a VCD, the capacity on this VCD shown on the label is 700 mb. When i try to copy this to a blank cd of 700 mb with nero 6.00, "not enough space" message is coming. Then check the properties of that VCD it's showing...
