Are written exams best criteria to judge a person's talent

All people are not same . Do you think that a exams taken with paper and pencil can always judge a person's talent. In our universities written exams are assumed to be the way to judge a person's abilities.

vi3txchris i am soo forgetful its crazy. im only 15 and im forgettin everything i don't write down. its amazing how i make straight a's. i swear its like an young version of alztheimer. i go through 20 house key a year. no joke.
