The important thing is not who gets elected. The important thing is to keep this election system by the people. If it doesn't work out, the people can vote them out next time. A ruler knowing he can get voted out next time tends to work for the people.

To be able to run a system without rules and yet educate everyone to goodness, I would say one would have to have Great Intelligence. Think about it. Making rules is the easy way, however it is not the best way.
