What's This Phrase Mean To You?

I saw a shirt that I wanted, because I thought it supported firemen and paramedics. The shirt says "god made paramedics so firemen would have heroes." I thought this was saying a good thing about firemen, saying something like even heroes need heroes. But my mom said it means paramedics are better than firemen. If that's it's intention i wouldn't want the shirt ( i have nothing against paramedics I just don't want to wear something mocking firemen). What does that saying mean to you?
