If you mean promoting Page Swirl you can do that in the same places you promote any of your other products. If you mean promoting the links in your rotator (I think you get 5 urls in the free version) the best bet is to set up which programs you want to promote and then place the rotator url in traffic exchanges that accept them, places like http://freetrafficbar.com?r=71248 or other sites relevant to the links you add to the rotator.
