With the site building tools in my opinion you can't go past a free website builder like NVU - it's a wysiwyg (what you see is what you get) so you don't actually need to know any html (though it is a great way to learn it - you set your page up how you want it and then you can take a look at the code etc to see what it all does) As for web hosting http://tinyurl.com/2knx56 that's what I use and I've never had a problem with it - gives you unlimited sub-domains and databases etc plus a lot of other useful and cool tools.

I use freewebs.com You can have a site for free forever or upgrade if you like it and get the extras, the templates are good and it's all WYSIWIG but you can do your own HTML too if you want. Good bandwidth and speed, never been down since I've been there. If you want databases though I would say there are better options, like tinyurl which has already been mentioned.
