ghosts don't tend to be ugly, they're just people. Fairies on the other hand, it's only since victorian times they were seen as being pretty or even as being nice. long ago, fairies were considered dangerous, and were thought to be ugly. an ugly baby would often be thought to be a changeling, where the baby is stolen and a fairy child left in its place. a lot of superstitions arise from peoples fear of fairies. green is considered by some to be an unlucky colour as it is associated with fairies. horseshoes are considered lucky, not because of their shape, but because they are made of iron, and iron keeps them away. old stories tell that you can identify a fairy because they will have some form of physical deformity, usually of the feet. fairies were always beleived to steal from people. to take things (or people, especially babies) away, bring bad luck. in areas where beleif in fairies persists, it is closer to the old way of perceiving fairies. something to be avoided. when the industrial age arrived, more people lived in cities. in the overcrowding and poor health, people came to idealise the countryside, seeing it as some lovely place without the hardships of their city lives. of course this wasn't the case, life in the countryside was still hard. in idealising the countryside, they idealised fairies too, coming to see them as benevolent, pretty, even HELPFUL spirits, so far from how those in the country viewed them. so basically, the further mankind lived from the realities of the countryside, and the unpleasant nature of fairies, the more the idealised them. I'm more inclined to see fairies as malicious and not particularly attractive things.

depends which ones you mean. a lot of fairytales, as they are told now, are very cleaned up versions. if you read earlier publications of the same stories, they are really quite frightening, and designed to be so. fairytales were used to warn children against dangers, like straying from the path and becoming lost in the woods, or to teach them to be good, and work hard, and not be lazy or jealous. an early version of the story of Goldiilocks and the 3 bears, for example, it's an old woman who breaks into the bears house and doesn't respect their property. it takes a much more moral tone about the protagonist doing this than modern versions do with Goldilocks. although she isn't in the end eaten by the bears, she is frightened away and runs off into the woods, and is never seen again. if you get a collection of the Fairytales of the Brothers Grimm, you will see how the stories used to be.
