changing the picture on your profile

i have seen that things have changed so much when it comes to your profile.. a little confusing to me and before you could put a background, but now i guess you can't and if you can i don't know how.. also the profile pic how do you change that or can you? Just curious if someone can help me with this..

I thought it was just me but maybe your right and there has been a change. It seems nothing I do on my profile works any more. I'm sorry I can't help because I'm having the same problems.
