Road safety how far the public are aware

In India, the recent news when we open any news channel we all could view a scene of the fire force authorities struggling to save small child who has fell into the deep down hole which is been digged for borewell. When it was the first case of a 6 year old boy in north india all were taken a shock, of parents being careless first thing, next the public works authorities being still more careless and finally out of hardwork of many and a hours of struggle noone could save the boy's life. That didnt teach a lesson to the public, again we heard same style of news in south india, and again and again, its been a repeating cases, are the tiny kids meant to leave their lives for no fault of theirs. Its ridiculous why people are not aware of taking a step against this and to be little more careful when we observe a public work department repairing the road no to sent our kids to that area to play. In general what i have observed is the roadways department will lay a good road first them will come the sewage department people digging exactly in the centre of the road and then when the work is finished a patch is done. Next comes the water department making hole in the side ways to provide water facilities to homes, still its not over, then comes the telephone department to lay cables. Just imagine how will the road be after this many damages have been done. again a new road has to be laid else with the exisiting roads its horrible to travel in that road. This is the observation of my street road works which happened in the recent past. I always wonder why people dont plan a city properly so that many a works can be done neatly. When science and technology was not there much cities like mohenjadaro and harappa, chandigard are all classic pieces and monuments which the present architects and engineers should have a knowledge of. what a master planning with which its all have been designed. Are we living in the same India? What is your views about this topic
