What is the best way to explain to someone the difference between when to use affect and effect the simple way?

It's just as simple as Noah said. Affect is a verb, Effect is a noun. Sometimes one has to stop and think about which word to use even when you know which is which. But really it is as simple as that.

see dear, When you affect something, you produce an effect on it. if you "affect" something it means to change or influence that thing. so in turn that thing will be effected. whereas effect is a result of something

Well, that is a very good question. It is simple for me to look at effect as to do something and affect to act upon something.

hm.. maybe these scene.. if you are affected with your feelings and you feel very problematic.. try to think the effect of your feelings to your friends..
