Congress can Capture Bin Laden

If Congress wants to take control of the war and focus on Capturing Bin Laden they have the power to do so. All they have to do is cut off funds for the war and then issue a Letter of Marque, or Commission, to a private group for the expressed purpose of capturing or killing Ben Laden. If they had done this then they would be in control and could say how to fight the war. Instead they choose not to use this approach and instead gave the President or the Commander in Chief the authority to conduct the war. Their efforts to place restrictions, such as length of tour, training needed or rotation schedules could be considered unconstitutional and going beyound their authority.
