If you take in a student who can't make it you are spending money with out getting a return. Exams also serve to limit the pool of candidates. If you have to select 400 ou of 10,000 you give an exam to determine who has the bes chance of being successful.

They are giving drivers test in several different languages but road signs are only in English. I will go back to a statement that you become an American not when you get you slip of paper but when you can speak English (the American version). That is what makes you an American.
