what is the deal with scams

I believe, these sites mainly run on new people who are not aware of those scam sites.once awareness spreads among users, they discontinue and over a period of time , they will realise they can nolonger run the sites.

i think the main problem is it hard to shut down the scam site. let see, who will you report a scam to? police? on internet there no such organization that have such power. so what we can do about the scam site is quite limited. although there are country that can do something about the site that hosted on their country but can't do anything about those outside the nation. the most they can do is ask the identities of the owner site. but even that can be a fake identity. even if the site get shut down. they can easily set up another site within minutes. i'm sure they gain more than enough to recover from their losses.
