getting along with disruptive co workers

My best friend Nelda worksin a large office for a medical insurance billing department. she is on the phone all day doing her work and she has two co workers who sit fairly close to her desk. these two talk really loud on the phone to friends and call their boyfriends and speak much too loudly. Nelda has to ask them to lower their voices so she can hear what the customer is saying.they completely ignore her polite requests. what is she supposed to do to get cooperation? she has to work with these two and they are much younger than she is. What do you suggest she do to resolve this problem without making enemies of the younger women.
