To rule by fear or love?

Niccolo Machiavelli is famous for the quote, "It is better to be feared than loved, if you cannot be both." I don't agree though. At least, I wouldn't want to be feared rather than loved. I mean, how would it feel to have no friends because everyone is afraid of you? Not only that, but someone who isn't fearful of you may attempt to harm you eventually.
