Woman's body put in washing machine

A Japanese man has been arrested over the death of a Filipina woman allegedly chopped up her body and cleaned the pieces in a washing machine. Hiroshi was arrested by police after trying to commit suicide on street in a Toyko subarb by slitting his wrist. Investigaters found a note and a key he was carrying to a baggage locker where they found a part of the woman's body. the victim was reportedly cut up into more than 10 pieces that were put into plastic bags inside a suitcase in a locker. However her head has yet to be discovered. Hiroshi has beeen arrested on charges of destroying the body of a 22 year old who worked in Tokyo's Roppongi entertainment district. He has cut his victim into pieces in his bathroom and 'washed them elaborately in a laundry machine' either to make them lighter or to distinguish the cause of death. Reports say the 48 year old had served prison time for a similiar case of mutilating a Filipina bar hostess in 2000.

OMG it shocks me how far some people will go to cover their evil crimes! It defies belief that anyone could do something like this! xxx

Why was this guy out free? If he had done this before, LESS THAN 8 years ago, how and why was he not in jail? Or in a psychiatric hospital? I understand that their laws are not our laws. But by anyones standards this guy was dangerous. I think they have a lot of questions to answer.
