The Korean Employment Permit System

Are you familiar with the Korean Employment Permit System? The Korean Government has enterted into a Memorandum of Understanding with around 14 countries through which the governments of these countries would recruit workers from which Korean employers would choose workers who will work in Korean industries to do jobs which Koreans prefer not to do.These are the so-called 3 D jobs or dirty, difficult and demeaning jobs.The entire system appears to be under the full control of the South Korean government and sending countries including the Philippines which is suppose to be strong on protection of its overseas workers, have little or no say whatsoever in the implementation of the system. Any comments?
