Is it possible to get active referrals without spending money?

I have a total of 5 referrals in my programs, 2 on 1 site and 3 on another. 3 of these referrals came through GetRef, the other 2 I am unsure of. I have had at least 1 referral on each site for almost a week now and so far my downline earnings per site are only $0.0008. I know there is a slim chance the ones through GetRef will be active, they probably only signed up to get the GetRef credit, but I was hoping the referrals that signed up on their own would be active.
I am to the point now where I am debating buying referrals for my programs. I hate to do it, because I didn't sign up for these sites to spend money, but it appears that is the only way to earn money.
Any advice from those who are successful at these sites?

I also belong to a lot of sites where I can make a lot more with referrals but I'm so afraid of them ending up as scams. I won't invest money into the sites. I have referred people to mylot ( actual friends) and thought they'd be active but they only stayed active for about 2 weeks and haven't seen them on here again. In my opinion, you can't count on friends or referrals. You can only count on yourself.
