Reputation and Rank, what are that?

I saw someone with a star beside their name,
and number inside it.
When your cursor is on the star,
it will display "Reputation xx/100".
What is that?
Who give that reputation?
Another one similar is ranks,
which available in different section.
"someone is rank xx out of xx in xxxx section."
Who give this ranking?

I am not too sure about the rank in each interest, but the reputation comes from the little plus and minus signs below each discussion and response where you can rate the discussion and comments. I think the rank comes from there too, but I am not sure about that.

Did you know how many reputation point we get for each + or each -?
I see some people with less number of post get high reputation,
and some people with high post get less reputation.
[Example, I get 70/100 which I only have around 100 posts,
and some people with thousand plus posts have low reputation like 3]
