Well I believe it is not a good idea to format hard drive every time you think your computer acts strange. There is licensing issue and you have to re-install all other software you use. XP has repair installation option and most software now has repair option with their installation. I found it very useful and had helped me so much.

when you boot from your CD while in preparing to install stage in the middle you will get the version of the XP you are installing in there you press escape you will get options of to format.
