My customer was cheated 10000USD.

one of my US customer was cheated by a chinese seller for electric car order. my customer used to buy 1car from me, but we refund his money because of disagreement on price, later he ordered and paid 2pcs from another seller, at last he realized he was cheated. i'm try to help him... could you give me some useful advice?

I wonder if my thoughts apply. As I understand, escrow services are offered by banks and established internet commerce sites. Also as I understand, with escrow service for a minimal fee, there is a protection that both the buyer and seller are satisfied with the transaction. If I understand correctly, it is similar to a "letter of credit" that a foreign buyer will have to establish in a mutually acceptable bank. I am not an expert on this. I hope others would comment. What is the safest way to make purchases of this nature? Cheers :)

Hello Ruperto thanks for your idea. you are right. L/C payment terms is safe. but the problem is my customer STEVE had paid the seller to an off shore bank account. that's hard to track the payment.
