What would you do if u know someone who's using different names of other people?

What would you do if yuou know someone who's using different names of other people? Even in his driver's license, he's using other people's name.Sometimes, I want to report him to government agencies, but im having second thoughts becuase he is also kind.

Why is he using other peoples names. If it is for self gain or if it hurts the person he is acting as, you should report him; However, there is no point in reporting him if he does not profit.

he use other people's name in his license and credit cards. He also used his deceased father's name as his name in the Company's Board of Director. etc. He is involved in networking.

Why doesn't he use his own name then? Does he have low self esteem and has to use the reputation of others to help him with his job? This sounds weird to me. The only way it makes sense to me if he is a wanted person and he doesn't want others to know his whereabouts. But you said he is kind, so I'm not sure what he is trying to do.
