What kind of programming do I have to use?

I know there's a way to do this and it may be way beyond me, but how would I go about creating a website that has a column of links on both sides with content in the center so that I can change links on the entire website without having to make changes to every page? Can this be done with CSS? Am I making sense?

You can go .net programming. In ASP.net2.0 one new feature is master pages you can go for that. First study it what is master page concept, its really very easy and helpful.

There are many three-column templates available on net. You can download them free. You can customise them according to your need and taste.
