It would be possible but it is highly unlikely. The only way to segregate the internet would be to restrict all access via telephone cable etcetera to a closed domain, such as not permitting electronic access to or from a certain country. This would not only require complete withdrawal from all global contact, but would also be a technically demanding task. This is the main reason why the internet is so difficult to police, if one country claims your actions are illegal you can open a website in another country.
