Responsibility - someone's emotional age?

How do we decide if somebody is responsible? Are they automatically irresponsible and immature if they are not a "legal adult" in the laws eyes? What do the good people of myLot think?
In my opinion, people go through situations that make them more responsible than others no matter what their age. I know 30 year olds who act like they are seven and 17 year old who act like they are 30.
