It is not east to express our love to someone we value and like... When would it be the right time to say someone i love you.

"I love you" is a very powerful expression to the ones you love. It's not only for your partner, it's also for your parents, your relatives and friends. Say it and mean it, or else "I love you" is useless. If you're into a relationship with a girl or a boy, when you say "I love you" from the bottom of your heart, your partner is able to feel it without you having to ask "Didn't you feel it?". Your eyes, your gestures tell it all.

When you feel it and when you mean it. Its easy to say I love you but hard to say i love you and mean it. So you have to be sure first that you're really in love before saying the magical 3 words.
