Is it safer to live abroad?

How safe are we nowadays? I noticed that many homes in western countries (US, UK, Australia) are not fenced, thus allowing people to move in and out of their houses with ease. On the other hand, all Asian houses are fenced around the perimeter, complete with gate and some secured with grilles and an ADT system. Could we say that it is safer to live in western countries? Or do these countries have an effective safety and security system?

I am sure all the countries take care of the security issue and do the needful to ensure the citzen's safety. I live in India and we do not have a fenced home. We have a security guard for our block and he is doing his job very well. Even when he goes on lunch breaks, we are not scared because the law and order situation here in New Delhi is really good.
