Topnotchtrafficwizard is this a scam?

Well, i came up with this site about a month ago now. I'm not paying much attention to it as I m not sure if it's legit or a scam. It is a surfing site and you can click ads on the site too. You can earn cash bonus while surfing. They also send an email which you are said to sign up and they will give you a $5bonus. The minimum pay out is lowered from $75 to $50. I think I got $18 from just being at the site once a week since I joined. Anyone has an experience with this site?
