My state requires mandatory reports to the organ donation line for all deaths

First off I support organ donation. In my state it is required that all health care facilities report every death to the organ donation group. Then the group calls the family in regards to potential donation. I have talked to two friends who had children die in car accidents. They stated that the group was very aggressive and actually had several people call before they would "release" the body. In my opinion this is wrong. Families are going through enough and if they say no that should be the end of it. I am also concerned regarding what information is being provided to these groups / companies. The notation on your driver's license should be enough - or one call to the family to inquire. How is this handled in your state?
