There is no law that states you have to tip. The waiter could call the police all they wanted but that will never hold up in court and then the police and the waiter can be sued in civil court. Tipping is a gratuity - a thank you - for exceptional service. I normally tip 15% for average service and 20% for exceptional service. If I get poor service I do not tip. Words cannot kill. Words can incite people to kill. Humans are the killers not the words, the guns, the knives and other inanimate objects. Humans can be killed by inanimate objects like a car wreck, of a machinery accident or things like that. But the object doesn't set out to kill the human. Only animate object commit the act of killing - like a bacteria, or a virus or an animal or a human.

Yes I got my vaccine and yes I do believe in vaccines. Throughout the years vaccines have been proven safe and effective. They are not however foolproof.
