Urban Planners are mostly Architects who majored in urban planning, that is why we study in college for 5years, and another 4 or 5 years for masteral, and years of experience. If urban planning was only applied to the Philippines, like in Singapore and Malaysia, there wouldn't be floods chest high until now.

Sad to say but it is true..the current plan of manila, if not the whole philippines, isn't the ideal one and not even close to a decent one. what's even sadder is the fact that there is actually that master plan but still people from the government, for some reasons, did not bother following it. it has been around since the 1960's and shockingly no one didn't even seem to bother taking a little peek at it. if it had been followed, the whole marikina wouldn't have been a city now. too bad because marikina is the city that i admire most because of cleanliness, discipline, etc. If "marikina today" have been properly located at a much safer place, then the city wouldn't have suffered and would continue to inspire other cities. but due to our leaders negligence, marikina is somewhat erased from the map right now and all the hardwork has been destroyed. I hope from now on people would act right already.. now we know what these political people's ways are, i think it's time we do the right way already (obviously not their way).
