Is there anything like "law and order" in this world?

In every country, even the strickest and peaceful ones, true people are proved culprit. while the culprits are said to be wise and true.
In my life I have seen most of the cases won by the wrong people while the right ones are always proved wrong by the blind government of the countries.
So, I believe that the government is merely a puppet of the rich people while there is no thing like law and order especially for the rich while the poor is always to suffer.
Do you agree?

No legal system is perfect and there are going to be instances where the guilty go free or the innocent are convicted. Here in the U.S. there are many very rich people who are sitting in prison but I'm sure there are an equal number who managed to use their money and power to avoid even going to court.
