Referral Exchange Question

Hello, recently I have made a thread on how to get referrals for your PTC sites. Now, I have a question. Apparently there is a "referral exchange" program where people say that they will sign up under one person if that person signs up under them. Can someone clarify how that works? Because I have recently made an account under neobux and I would like some referrals. I don't know how to make sure that any referrals keep clicking or anything like that, and I don't understand how someone can stop clicking if their referral stops clicking. Can someone clarify this fact for me? Thanks, Nameless_
