I dont think its right how people keep throwing snow in the roadways... they dont understand how dangerous they make it for drivers. they say also that its the plows fault if they throw snow in the roads. do you think this is right?

I could be both. I remember when we had a very snowy winter and there was so much snow the plows put the snow in the middle of the roads. Lovely! So, I guess my question to you would be: If not there where should the plower put the snow? On the roof? In the cars on the side of the road? In a wharehouse or two?

No, I do not think it is right and I think it is childish if they blame the snow plower. I live in a city, and on a state road that is a snow emergency route. It has to be plowed. City rules also state I must clear my sidewalk after a storm. So I get a bit perturbed if I clear my walk thinking they are done plowing, but they come through again and plow, throwing snow on my clean sidewalk. However, if that happens I just shovel again, putting the snow on my property.
