What would you call a escalator if it breaks down?

When an escalator breaks down, it still is an escalator but it is also a stair in fact whether it breaks down or not because actually escalator is a kind of stair, only it is an automatic stair. Now when it breaks down we can only but call it a broken escalator perhaps.
