Getting an AMD Sempron really isn't much of an upgrade regardless of what your current PC has. Sempron is a budget single core processor meant for low level tasks like web browsing and email. If that's all you plan to do than just stick with whatever you already have. You can get a good AMD Athlon II X4 (quad core) right now for under $100 or an X3 for around $70. If you're trying to be cheap with the mobo you should still stick to good brands. Gigabyte is solid and I've never had any problems with their boards. I've been happy with MSI and DFI boards as well.
