What modem are you using? Sometimes it depends on your network provider. Are you from the Philippines? I could give you some hints if you are,

I started using Smartbro modem but the signal here in our place is so slow. So i have to use other modem from other networks. As I was about to buy a Tattoo, i run through a post in a forum that provides open lining of modems, that is, having to use multiple simcards from other networks on a smartbro. I flashed my modem and now I am using a Globe sim for this session. You could also use traffic compressors like tune-up, you could search for the new version which is 2010 i think. It provides auto configuration of your internet connection depending on the strength of your signal. It has different configurations for mobile, satellite, cable, lan, dial-up,dsl and other connections. If you are using a mobile phone or a broadband dongle as a modem, it has also choices for the strength of your signal, it has configs for GPRS,EDGE, UMTS, HDSPA or WIMAX. You can even use Cproxy which provides you free connection to the net, You don't have to load up your sim anymore with more than PhP 5.00. I am curently a trial user of cproxy so the speed is not maximized, I think I have is only running up to 32 kbps while for paying users, it's 756 kbps. Maybe I could give you more help if you provide more details about your connection and location.

Simple as that but regarding signals, there are classifications of it as was mentioned above, GPRS, EDGE, HDSPA, UMTS or WIMAX. Try having the Tuneup Utilities first to compress web traffic for you. Then get Cproxy for you to have free internet through this proxy tunneling software. It is mostly used in the Philippines for broadband users.

Try to use proxy software. It will giving you a little boost of internet speed. Just type "proxy for windows" or "how to install proxy software in windows" in search engine website. Or, you can use traffic compressed software. It will help you in boosting your internet speed, event for dial up or mobile broadband connection.

Dialup is just going to get slower. As the internet capabilities increase so does the size of the internet page. There's more pictures, more flash, more video clips. They are all carrying more and more numbers to transfer.Dialup speed on the very best connection is still 56K most won't give you half that.Seems, it will just get worse until you get a high speed broadband connection.

Well its my experience, never go for dial up, as you cannot expect to be faster. Go for broadband unlimited and its real fact, pay a little more, you can always earn that the pay through online work, my net is faster now..why dont you try, it benefits you a lot!
