What causes some places to delay transmission of results?

According to the news, there is still quite a number of places who haven't transmitted their election returns (ERs). What takes them so long? What I know is that some places find it difficult to transmit their results because they're struggling with the signal. But do you think there are still other reasons aside from the signal?

i think it is about the system error - the signal of the machines, i guess are not picking up too well in some areas.

Yeah there is about a small percentage that fails to transmit. I am also wondering because the transmission is supposed to be simple because as I see it on TV they will just plug the modem in and it will transmit on its own the data to the municipal and provincial and comelec offices the results.

maybe some human-made errors like late transfer of data,or slow process.. i cant think of any reason.. for me signal is the main reason..
