is toll fee hike reasonable?

At the moment, no. I am a daily SLEX user and i am far from satisfied with the quality of the road and the efficiency of the toll service. In fact, you could see hazards every now and then, like barriers, being out of place, etc....which pose risks to road users. They first have to improve on the roads and the toll service before they propose a 300% increase.

Yeah I guess the rate increase is too much to handle for many people going back and forth of that road. I think they were trying to tell that since there was a foreign company that help in the construction and expansion of the new SLEX they need to recoup their investment in there. I think they can do that by just extending incentives with the government to be able to extract toll fees that are that high would just mean another reason for many to raise prices everywhere.
