Because it is not the governments responsibility to teach us anything. It is not the governments responsibility to see to our personal financial well being. The purpose of government is to see that there is an environment in which we are free to do our best and pursue success, not to guaranty that success. When you begin depending on the government for these things, you become a slave to it.

Are the people prepared to learnsomething new? Are they prepared to work according to what they have learnt? In my country the government has conducted many courses for self-economic improvement especially for new garduates and those with a low academic qualifications. Not all of those unemployed were receptive. Out of those who accepted the courses many expected the government to give them a job and sit at home while waiting for it. If there is a will there is a way. Unfortunately many want an easy job with a high pay.
