I think he should go to Arsenal. But I'm sure Arsenal won't pay more money. So Liverpool has more chance.

For the sake of Shawn Wright Philips, I hope he moves to a club that let's him play regularly. He has spoiled his England and Club career with ill advised moves to Chelsea and then to Man City when the riches started to flow in!! Under Roy Hodgson he might get probably the right mentor to allow him to blossom as a player. Cheers! Ram

This move looks likely. SWP know that he won't be getting much play time if he stay at Man City. So he will be looking for a move. Liverpool is in the middle of rebuilding the team, so joining the Reds revolution make sense. But given SWP relationship with Arsenal, his foster father is Ian Wright, an Arsenal legend, do not rule out him joining the London club instead.
